  1. Provide citizen input into enhancing IRS customer service by making recommendations for improvement of local IRS systems and procedures.
  2. Elevate the identified problems to the appropriate IRS official and monitor the progress to effect change; and
  3. Refer individual taxpayers to the appropriate IRS office for assistance.

The panels hold public meetings, identify and prioritize issues by reviewing written correspondence from taxpayers and review recommendations for action from the IRS.
